Chrome Splatter

1. Start by selecting the 10px round brush in #FFFFFF.
2. Using the brush draw a few random lines. on a black 700px by 700px canvas. Then select the "Filters" tab, click "Blur" and select the "Gaussian Blur" effect at a radius of 3px.
3. Click the filters tab, select "Distort," and finally "Polar Coordinates." Make sure you have selected the "Rectangular to Polar" option.
4. Next, click the filters tab, but this time select "Render" and "Lens Flare." Have the 30-500mm option checked and make sure the brightness is at 100%. Drag the flare so it is right above the brush lines.
5. Finally, in the filters tab, select "Sketch Chrome" followed by "Artistic," then "Neon Glow" both in default settings. Choose your preferred glow color and save.
